Introduction:

The Year 2011 for the new City of Batac, for all intents and purposes, can be summed up and viewed as a year of major breakthroughs and triumphs that were never anticipated and expected.

Like in years past since Batac became officially converted into a component city in 23 June 2007, its major stumbling block in realizing, sustaining and optimizing its potentials and strengths was the uncertainty of the outcome of the Supreme Court case that challenged its very existence as a city.

Fortunately, and with God’s divine grace and intervention, the highest court of the land ruled “with finality” and upheld the constitutionality of the conversion of Batac as a city, together with 15 more equally and similarly situated new cities.

This happened just five days after the celebration of the 4th City of Batac Charter Day. And this puts to rest all doubts and issues to this great legal battle…

 

Top 10 Component City:

Batac’s destiny for greatness is carved and etched to be fulfilled, a prophecy that cannot be undone. And any forces that try to challenge this destiny are bound to fail. The promise must be fulfilled.

In September 2011, the entire officialdom and constituency of Batac were surprised by the media release of the Department of the Interior and Local Governments (DILG), that the new City of Batac was acknowledged and honored as one of the “Top Ten Best Performing Component Cities in the Philippines”.

This recognition came about after a thorough review and validation by the DILG of the Local Government Performance Measurement System (LGPMS)/State of Local Governance Report (SLGR) of all cities in the country. This is the prescribed tool of measuring the performance of provinces, cities and municipalities.

A few days after, another award was announced by the DILG. This time acknowledging and conferring to the City of Batac its “Seal of Good Housekeeping”. This comes with a P1 Million worth of project from the Performance Challenge Fund of the Office of the President.

MAKING GOVERNANCE WORK FOR THE PEOPLE

The leadership of the 2nd Sangguniang Panlungsod is one that is borne out of a strong collegial determination to establish the most urgently required policies of governance. The twelve (12) committed Councilors composed of Hons. Bismark Angelo A. Quidang, Eugenia Violeta Daradar-Nalupta, Medeldorf M. Gaoat, Bernardo, K. Marders, Florencio P. Laud, Orlando C. Mangapit, Mary Coleen Columbia L. Cajigal, Avelard Ibarra F. Crisostomo, Elmer D. Pungtilan, Amable A. Abellon, James Paul C. Nalupta and Jarius Mark D. Nalupta continue to work hand in hand with Hon. Vice Mayor and Presiding Officer, Ronald Allan M. Nalupta. Their joint energies, wisdom and inspiring dedication harmonized well in local governance and public service resulting into the passage of well-crafted, implementable and doable laws in pursuit of democratic ideals that truly serve the interest and welfare of the people.

Capping its almost two (2) years in office, the members of the august body stand proud on their record of lawmaking – both in quality and number – as well as the challenges they have surmounted to achieve this, including the avoidance of partisanship.

The Honorable Inducting Officer, Judge Isidoro Pobre, ladies and gentlemen, good morning.

At noon today, I will be assuming anew my position as the city mayor, for my second term of service to the people of Batac.

Time indeed flies so fast, that three years have already lapsed, since I took my oath of office on June 30, 2007.

As we all believe, three years is like eternity, if your leader is no good or a non-performer. But on the other hand, three years is like a “flitting second”, if your leader is able to show and demonstrate hardwork and good work.

If I were to score myself then on these standards, with both pride and humility, I am much confident that I belong to the “flitting second” kind of a leader.

For indeed, the record of accomplishments of our administration in the second half of 2007, the full years 2008 and  2009, and up until now, can very well speak for itself.

Perhaps, only our fierce political enemies would not attest to these realities for very obvious reasons. In 2007 I said it. Today I say, and reiterate it again, because this is true. And I quote it verbatim from my message of 2007:
