City Planning Team - The CPDO is composed of Engr. Rudy B. Opelac (City Planning and Development Coordinator), Engr. Noralyn I. Manahan (Project Development Officer II), Engr. Jessie A. Mata (Zoning Officer I), Eric P. Nagal (Information Systems Researcher I), Indalecio Arcangel (Draftsman II), and Jennifer Manzano (Statistician Aide).The City Planning and Development Office (CPDO) headed by the planning and development coordinator serves as the technical arm of the Local Development Council (LDC). It performs the tasks relating to planning, research, training, budgeting and implementation of development programs, projects and activities in the LGU in accordance with the approved development plan, including promoting people participation in development planning within the local government unit concerned.

The CPDO is composed of Engr. Rudy B. Opelac (City Planning and Development Coordinator), Engr. Noralyn I. Manahan (Project Development Officer II), Engr. Jessie A. Mata (Zoning Officer I), Eric P. Nagal (Information Systems Researcher I), Indalecio Arcangel (Draftsman II), and Jennifer Manzano (Statistician Aide).

In the course of year 2007, this office was able to achieve substantial undertakings in the provision of technical services for the planning, design, construction and operation of infrastructure development. During pre-implementation stage, the city planning and development office significantly identified, planned and prepared work programs for the construction of various infrastructure facilities for the municipality. Work supervision and monitoring was done in the implementation stage. The following projects were implemented:
  • The construction of City Bus Terminal, city Motorpool, and the Women’s Training Center located at the Government Center
  • The construction of the Child and Maternal care lying-in Clinic at Brgy. Nalupta, adjacent to RHU I
  • The rehabilitation of Camandingan Diversion Dam at Brgy. Camandingan
  • The construction of canal cover-Fish section at the Public Market
  • The construction of the 2 – storey Riverside Food Plaza (formerly Empanadaan Plaza) located at Brgy. Valdez is 65% complete.
  • Construction of the Land Registration Authority Building at the Government Center which is already 100% complete
  • Rehabilitation/repair and maintenance of Public school buildings and Day Care Centers
  • Maintenance of Farm-to-Market Roads, (re-gravelling, road widening, roadway stripping, etc.) in all rural barangays is a continuing project.
  • The rehabilitation of Irrigation appurtenances and maintenance of drainage canals/culverts is also a continuing project.
  • Construction of various flood control structures (spillway, installation of RC Pipes, construction of drainage canal w/ CHB lining)
  • Construction of Small Farm Reservoirs (SFRs) is being done through a counterparting scheme by the owner and the LGU.
  • Development of the Batac cemetery Extension at Brgy. Tabug
  • Full implementation of RA 9003, Solid Waste management Act of 2000
This office is also accountable in the preparation of various reports such as the Annual Accomplishment Report, Local Development Plan, State of Local Government Report (SLGR) using the Local Governance Performance Management System which is accessible via the Internet, Comprehensive Land Use Plan, Environmental Management Plan, Ecological Solid Waste Management Plan, Gender and Development Action Plan, Sustainable Development Council Action Plan, Action Plan for the City Disaster Coordinating Council, various Infrastructure Project Proposals, Program of Works for municipal as well as barangay projects and other reports required by the various National, Regional and Provincial Agencies. Another undertaking for the year that was, was to respond various survey questionnaires from other government agencies as well as from Non-Governmental Organizations.

Moreover, this office is also obliged to prepare various invitation programs for the municipality and assist in the preparation of the stage and other paraphernalia/props needed whenever there are programs/activities in the municipality.

For Calendar Year 2007, a total of 155 applicants were granted Mayor’s Permit and Locational/Zoning Clearance. Out of the 155 applicants, 98 were granted Residential, 11 Commercial, 3 Apartment, 2 Agro-Industrial, 4 special uses and 37 Fencing Permit. Moreover, for Calendar year 2007, a total of 1,406 business applicants were recommended by this office for approval.

In as much as, Public Office is a public trust, the City Planning and development Office Staff are obliged to be accountable to their clients to serve them with utmost responsibility, integrity, loyalty and efficiency. Relative to this, its workforce were sent to various seminars/trainings/workshops, conferences and meetings as a measure in improving their effectiveness and efficiency and to have an appropriate knowledge and skills in the delivery of exceptional public service.

For the foreseeable future, this Office definitely will carry on to achieve and realize the undertakings that are assigned to us, in order to serve the people/clienteles with utmost responsibility, efficiency, loyalty and integrity.
